Agriculture is the cosmopolitan source of employment for the rural population of Pakistan. It contributes 21% of GDP of Pakistan & livestock sector contributes 56% of this. The share of livestock products in the generation of foreign exchange is about 13%. More significantly, livestock is an integral part (30-40%) of livelihood of about 30 to 35 million rural farmers, whereas, livestock share in export is 8.5%. In Rawalpindi Division, 38% households own livestock. The ownership of livestock in rural areas is even higher (62%).
In the past, there was more emphasis on enhancing the production and productivity of livestock while ignoring the marketing aspects. Any lopsided production augmentation strategy could not be fruitful unless the marketing aspects are adequately addressed. Livestock marketing is the most important segment of livestock business; hence, for ensuring reasonable returns to the producers as well as protecting consumer’s interest, ancient marketing system is necessary.
In Rawalpindi Division, livestock is generally marketed at village level through personal contact between buyers and sellers at special places called livestock / cattle markets organized for animal trade. These livestock markets are organized at tehsil and district levels on daily, weekly, fortnightly, monthly and sometimes yearly basis. Previously, the management of these Cattle Markets was the business of TMAs and TMAs outsourced the Cattle Markets to contractors which was the root cause of extortion and commission mafia. The buyers and sellers were on the mercy of commission agents (middlemen).
As Livestock is the second largest source of livelihood, it can play an enormous role in the uplift of living standards of the rural population attached with it. This sector has a huge potential which was never tapped by the old and mafia-ridden system of Cattle Markets which necessitated the restructuring and revamping of the existing Cattle Markets on modern lines.
Considering these facts, The Government of the Punjab has established Cattle Market Management Companies in all Divisions of Punjab. Cattle Market Management Company Rawalpindi Division (CMMCRD) was incorporated on June 2014 as a company limited by guarantee under section 42 of Companies Ordinance 1984 with the spirit to maintain transparency and improved quality of services in cattle markets and to avoid exploitation by any sort of mafia to eliminate extortion, distortion & corruption and to minimize the role of middlemen, and to create a feasible environment where buyers and sellers trade fairly and freely without the intervention of any third party.
The mission of CMMCRD is to protect the health and safety of the public and livestock by providing an integrated and sustainable market and to introduce modernity in the cattle markets. The objective of the Company is to establish, organize, manage, operate and regulate cattle markets in the Rawalpindi Division.
In a very short span of time, the Company has provided relief of taxes to sellers and buyers and introduced basic facilities like tenting, ancient parking system, filtered water for humans and drinking water for livestock in cattle markets.
